Supplement 1 of NUREG/CR-6075 brings to closure the DCH issue for the Zion plant. It includes the documentation of the peer review process for NUREG/CR-6075, the assessments of four new splinter scenarios defined in working group meetings, and modeling enhancements recommended by the working groups. In the four new scenarios, consistency of the initial conditions has been implemented by using insights from systems-level codes. SCDAP/RELAP5 was used to analyze three short-term station blackout cases with Different lead rates. In all three case, the hot leg or surge line failed well before the lower head and thus the primary system depressurized to a point where DCH was no longer considered a threat. However, these calculations were continued to lower head failure in order to gain insights that were useful in establishing the initial and boundary conditions. The most useful insights are that the RCS pressure is-low at vessel breach metallic blockages in the core region do not melt and relocate into the lower plenum, and melting of upper plenum steel is correlated with hot leg failure. THE SCDAP/RELAP output was used as input to CONTAIN to assess the containment conditions at vessel breach. The containment-side conditions predicted by CONTAIN are similar to those originally specified in NUREG/CR-6075.

Several individuals noted the potentially important civilian uses of atomic energy shortly after the bombings of Hiroshima and Nagasaki in 1945. That year J. Robert Oppenheimer told a national radio audience that "in the near future" it would be possible to generate profitable electric power from "controlled nuclear chain reaction units" (reactors). The first power plant protoype reactor began operation in Shippingport, Pennsylvania in 1957. These five plants had a combined 800 megawatts (800 MW), or less than one generating capacity ofless than percent of the total American electricity generating capacity in 1962.

Possessing the high containment laboratories necessary to tackle existing and emergent infectious diseases of both humans and animals is of the utmost importance to the UK. A leak of Foot and Mouth disease from such a laboratory at Pirbright in 2007 is the most recent demonstration of how devastating infectious disease can be. It is critical that such an incident does not happen again. This Report outlines a number of shortcomings in the way capacity for high containment research is provided and highlights where the Government should take action. Primarily, the Committee concludes that there is a striking lack of co-ordination between organisations who sponsor and run high containment laboratories. No one organisation or Minister has the remit to maintain a strategic overview of capacity and to co-ordinate these laboratories. There is significant potential for collaboration at a more formal level to assess what facilities are available and make best use of them, identifying any gaps. There is also room for more co-ordination and standardisation of the vetting and training of staff working in this area. The report identifies shortcomings in the funding of high containment facilities, particularly for the significant cost of ongoing maintenance. A number of high containment laboratories have been neglected and the funding situation is uncertain. The Government must ensure that dependable funding is provided to maintain such facilities safely. The new regulatory framework to be introduced in the wake of the Pirbright outbreak is a positive step and should provide a framework in which those operating high containment facilities, given sufficient resources, should be able to continue their work to protect the UK from the threat of infectious disease.
